Delhi News Today Live Updates:  The Delhi High Court on Saturday dismissed Satyendra Jain’s plea challenging the trial court’s order transferring the hearing of the alleged money laundering case from one judge to another. Jain had moved the high court last month challenging the September 23 order of the Principal District and Sessions Judge Vinay Kumar Gupta, who transferred the money laundering case to Special Judge Vikas Dhull from Special Judge Geetanjali Goel, who was hearing his bail plea.

Meanwhile, a fire was reported on Saturday at Global Foyer Mall on Golf Course Road in Gurgaon. According to the Fire department, the fire was reported at a restaurant on the first floor of the mall around 6.15 am. A short circuit is suspected to be the cause. No injuries have been reported.

From today onwards, the Delhi government’s automatic subsidy on electricity bills is coming to an end. Delhi residents now have to “opt in” if they want to continue getting a subsidised bill. The Delhi government started the free electricity scheme in 2019. Under the scheme, consumers who use less than 200 units of power per month do not get charged any money at all in their bill. If you use more than 200 units, a bill is generated for all the units used, and not on consumption over 200 units. Those who use up to 400 units get a subsidy of 50% up to Rs 800. Altaf Shah, the son-in-law of separatist leader Syed Ali Geelani, has moved an interim bail application before an NIA court in Delhi seeking his transfer to Apollo hospital on humanitarian grounds.

Shah has been in NIA custody in connection with its probe into the funding of terror and subversive activities in the Kashmir Valley since July 24, 2017.

The application was moved before Special Judge Shailender Malik, who directed the NIA to produce relevant medical records on October 6. Read more.

Dr B R A Institute-Rotary Cancer Hospital (DBRAIRCH) at All India Institute of Medical Sciences (AIIMS) in Delhi Friday announced a revised timing of OPD registrations for patients to avail outpatient services.

The OPD registrations will be done from 8 am to 1pm on all working days.

The Delhi High Court on Saturday dismissed Aam Aadmi Party (AAP) leader Satyendar Jain’s plea challenging the order of a Delhi court allowing the transfer of hearing in the money laundering case against him from one judge to another.

On September 23, Principal District and Sessions Judge (Rouse Avenue Courts) Vinay Kumar Gupta had allowed the Enforcement Directorate’s (ED) transfer petition in the case against Jain. The case was transferred from the court of Special Judge Geetanjli Goel to that of Special Judge Vikas Dhull. Read more.

Vehicle owners will not be provided fuel at petrol pumps in Delhi without showing valid pollution under control certificate from October 25, Environment Minister Gopal Rai said on Saturday.

The decision was taken at a meeting of officials from environment, transport and traffic departments on September 29 during which modalities and implementation of the plan were discussed, he said.

"Vehicular emission is one of the key contributors to rising pollution in Delhi. It is imperative to reduce it so it has been decided that from October 25 petrol, diesel will not be provided at petrol pumps without PUC certificate of the vehicle," Rai said in a press conference here.

He said that a notification in this regard will also be issued soon and the modalities of the plan will become clear in a week's time.

According to the Delhi Transport Department, over 17 lakh vehicles, including 13 lakh two-wheelers and three lakh cars, were plying without valid PUC certificates till July 2022.

If caught without a valid PUC certificate, vehicle owners may face imprisonment up to six months or fine up to Rs 10,000 or both as per the Motor Vehicles Act.

The minister said that all government departments have also been advised to get PUC certificates of their vehicles checked.

"On March 3, 2022, we issued a public notice inviting suggestions on the implementation of the move 'No PUC, No fuel'.

"On May 2, suggestions were received and many people were in favour of the implementation of this move. So, the government is preparing to implement it from October 25," Rai told reporters.

He also said that the Delhi government will launch its 24x7 war room on October 3 to combat pollution and ensure effective and serious implementation of the amended Graded Response Action Plan (GRAP) — a set of anti-air pollution measures followed in the national capital and its vicinity according to the severity of the situation.

Under the revised GRAP, curbs can be imposed on polluting activities for up to three days in advance based on forecasts.

Earlier, the authorities would implement the measures only after the concentration of PM2.5 and PM10 touched a particular threshold.

This time, restrictions will be based on Air Quality Index (AQI) values rather than PM2.5 and PM10 concentrations.

Rai said an anti-dust campaign will also be launched in Delhi from October 6 and surprise inspections will be conducted at construction sites to check dust pollution.

He said construction sites bigger than 5,000 sqm will have to deploy one anti-smog gun, those bigger than 10,000 sqm should have two such guns and sites bigger than 20,000 sqm will have to engage four anti-smog guns to combat dust pollution.

"If these measures are not followed by companies at construction sites, then strict action will be taken against them under the anti-dust campaign," Rai said. PTI

The Ghaziabad police arrested a man Friday for allegedly killing his wife and daughter with a shovel over a domestic dispute. The accused was identified as Sanjay (42), a resident of Nandgram. The police said he was caught while trying to escape Ghaziabad on a bus.

The police said they received information that two bodies were found in a house in Nandgram around 12.30 pm Friday. When they reached the spot, they identified the deceased as Rekha (36) and Tashu (15). Senior officers in the area examined the scene and the bodies were sent for post-mortem. Read More

Five people were rescued after a fire broke out in a pub at Global Foyer Mall in Gurgaon’s Golf Course Road on Saturday morning, fire department officials said. No persons were injured in the incident which is suspected to have been caused by a short circuit, they added. The fire has been brought under control.

Sources said the fire was reported at 5.40 am, following which at least ten fire tenders and a hydraulic crane were pressed into service. A fire department official said the blaze was reported at La La Land Brew Pub on the first floor of the mall. “At the time of the incident, the staff at the pub were making preparations to do an inventory,” the official said.

“A glass pane on the second floor was broken open and five people, who were stuck inside, were rescued with the help of the hydraulic crane. Cooling operations are continuing. No injuries have been reported,” he added. Read More

Nearly two weeks after an 11-year-old boy was allegedly sexually assaulted by three minors in Northeast Delhi, the police said he succumbed to the injuries at the Lok Nayak hospital on Saturday morning.

The Delhi Police apprehended two of the juveniles in connection with the case but they were released by the Juvenile Justice Board after their parents signed an ‘undertaking’. The accused, aged 12 and 13, have been temporarily released on grounds of age and insufficient medical evidence in the case. Read More

Due to spells of rains, the national capital's Air Quality Index (AQI) settled mostly under the 'moderate' category in September, Central Pollution Control Board (CPCB) data showed. An AQI between 101 and 200 falls under the 'moderate' category.

According to data, September's monthly average AQI has increased by 24 per cent in comparison to 2021, which was recorded at 78. Meanwhile, the average AQI in September 2020 stood at 118 and 111 in 2019.

"General AQI in September predominantly remains poor. However, rainfall triggers dip in AQI to 'satisfactory' and 'good' categories. September and October are the transition months. Hence, the AQI starts deteriorating," former head of CPCB's air lab, Dipankar Saha said.

Awareness campaigns must be started during the AQI transition periods, he added. (PTI) 

Delhi Lieutenant Governor V K Saxena has again written to Chief Minister Arvind Kejriwal pointing at the "unwarranted delay" in permitting the felling of trees and their translocation, saying this has stalled several critical development projects in the city, officials at the LG Office said on Friday. Saxena also raised the issue with Kejriwal during the weekly meeting on Friday evening, they said.

Fifteen major projects involving the felling of trees and translocation of over 8,000 trees are stalled as the government is yet to give permission, they claimed. The Delhi government, for its part, said it will “look into the matter”.

According to the officials, the LG has in his letter highlighted the wastage of public money and cost overruns due to “such unwarranted delay” and has stressed the need to fix accountability. (PTI)

Delhi Commission For Women chairperson Swati Maliwal has written to the Central Bureau of Investigation seeking its intervention on the issue of the availability of child porn on Twitter.  The commission said it has identified 14 more tweets, apart from the ones it has already flagged, involving children in sexual activities. In a letter to CBI Director Subodh Kumar Jaiswal, Maliwal has sought his urgent intervention by registering an FIR and the immediate arrests of those involved in the crime.

On September 20, the DCW chairperson had summoned Twitter India policy head and the Delhi Police Cyber Cell over tweets depicting pornography and rape videos of women and children on the micro-blogging site. Some of the accounts engaging in such acts appeared to be running a racket, wherein they sought money for providing pornographic and rape videos of children, she had said. (PTI)

The first semester of undergraduate students of Jawaharlal Nehru University will begin on November 7, a varsity official said on Friday. The varsity began the registration process on Wednesday for admission to its undergraduate programmes through the Common University Entrance Test (CUET).

"The registration process that started on September 27 will conclude on October 12," the official said.

This year the university has opted for CUET for admission to undergraduate programmes. The university offers around 10 UG courses mostly BA (Honours) in Foreign Languages and a total of 342 seats in various schools and disciplines. (PTI)

Delhi Metro operations on the Blue Line will be curtailed during the first half on October 2 due to planned maintenance work on a section of the corridor, officials said on Friday. The busy line connects Dwarka Sector 21 in Delhi with Noida Electronic City, and also branches off to Vaishali from Yamuna Bank station.

"To undertake the scheduled track maintenance work between Yamuna Bank and Akshardham section on the Blue Line i.e. Line-3/4 (Dwarka Sec-21 to Noida Electronic City (NEC)/Vaishali), train services on the morning of 2nd October 2022 (Sunday) will be regulated," the DMRC said in a statement.

There will not be any direct train service from Noida Electronic City station to Dwarka or Dwarka Sec-21 stations from the start of revenue services till 2 PM, officials said. (PTI)

Air pollution: Delhi CM Kejriwal brings out a 15-point ‘winter action plan’

In a bid to fight air pollution this winter, Delhi Chief Minister Arvind Kejriwal Friday announced a 15-point ‘winter action plan’, which includes using anti-smog guns, monitoring of dust mitigation measures at construction sites and enforcing measures that are already in place, like the ban on firecrackers.

Remarking that the air is the same everywhere, Kejriwal appealed to neighbouring states of the National Capital Region (NCR) to take measures to curb air pollution. Kejriwal said, “We need to take steps together. We will work with the states of the NCR, the Commission for Air Quality Management and the Union Government to reduce air pollution. I request neighbouring states to try and ensure that vehicles entering Delhi are running on CNG or are electric vehicles.”
